Beijing targets 650,000 charging points by 2030: where charging and V2G fit

A newly published energy plan links NEV growth to a layered charging network and further vehicle-to-grid pilots; its numbers are targets, not installed capacity.

Key points

  • 2030 targets: 2.4 million NEVs and a 65% share of new vehicle registrations.
  • The plan calls for 650,000 charging points, 1,500 high-power facilities and 300 public battery-swap stations.
  • Bidirectional charging remains a pilot direction, with discharge pricing mechanisms to be improved.

Reported details

Beijing’s energy plan for the 15th Five-Year Plan period sets a 2030 target of 2.4 million new-energy vehicles in the city and a 65% NEV share of newly registered cars. The municipal government published the document on October 28, 2026; the notice itself was signed on October 24. These are future planning objectives, rather than a report of the current vehicle fleet or a new individual purchase entitlement.

The charging programme distinguishes different locations and uses. It envisages smart, orderly slow charging in residential areas; fast charging at shopping districts and office parking facilities; and high-power charging on urban expressways, highways and at filling stations. Hydrogen refuelling and mobile charging or swapping provide supplementary options. The cumulative targets are 650,000 charging points, 1,500 high-power charging facilities and 300 public battery-swap stations. A charging point and a station are different units, so these figures should not be added together as one station count.

The document also calls for deeper vehicle-grid integration pilots, an integrated vehicle–charger/station–grid platform, and bidirectional charging and discharging trials participating in virtual-power-plant demand response. It explicitly calls for improving how prices are formed for electricity discharged into the grid by NEVs and charging or swapping sites. It does not specify a universal payment rate, an eligible-model list or a guaranteed income for individual owners.

Editorial interpretation

Editorial analysis: the practical value for drivers will depend on where the facilities are built and whether they match everyday parking and travel patterns. Residential slow charging and corridor high-power charging address different needs; citywide totals alone cannot establish convenient access in a particular neighbourhood. For V2G, the useful next milestones are local pilot participation rules, compatible vehicles and equipment, settlement terms and battery-warranty conditions.
